Note: Utah regulates hemp-derived cannabinoids under Utah Code title 4, chapters 41 and 41a. HB 54 (2025, effective May 7, 2025) bans synthetic and converted cannabinoids, THCA, and smokable flower, with UDAF enforcement sweeps; only UDAF-registered low-dose Delta-9 (no more than 5 mg per serving, 150 mg per package) is sold outside the medical program. HB 509 (2025) added retailer licensing and a 5.3% tax effective January 1, 2026. Non-intoxicating CBD topicals remain widely available.
