This is contested: the HB 328 conference report passed the state Senate 37-6 on July 2, 2026, but the House had not voted before its recess and is expected to take it up the week of July 27, 2026. HB 328 is pending — not yet enacted — and would impose a 0.4 mg-per-container total-THC standard and a 21+ purchase age. North Carolina currently has no statutory hemp age minimum.
