Hawaii already bans artificially derived cannabinoids and caps ingestible delta-9 at 1 mg per serving and 5 mg per container, so the federal rider tightens an already-restrictive framework; impact is moderate because the state's few compliant products (5 mg containers) still exceed the federal 0.4 mg cap.
Full federal ban details →Note: Hawaii's Department of Health (HRS ch. 328G; HAR 11-37) prohibits all artificially derived cannabinoids — delta-8, delta-10, THC-O, THCP, and HHC are expressly banned — and bars inhalable and smokable hemp products. Ingestible hemp-derived delta-9 is capped at 1 mg THC per serving and 5 mg per container (beverages 0.5 mg per serving). Retailers and distributors must register with the state, a requirement in effect since January 2026.
